EU and Ukraine: Make or Break for the CFSP?

Russia’s invasion threats to Ukraine could very well trigger the worst political crisis at an external frontier of the European Union since the Yugoslavian war. More urgently than ever, the EU sees itself confronted with the question whether or not it is prepared – both politically and with respect to its competences and institutional setup – to respond to this challenge in a decisive and cohesive manner. How will the Ukraine crisis affect the integration of the European foreign and security policy? Is this a make-or-break situation? Which options for action do the EU institutions and member state governments have? What scenarios are conceivable, and what will be the impact on the advancement of the CFSP?
