Burundi has assumed the rotating presidency of the African Union at a moment when violence in eastern Democratic Republic of the Congo is escalating – and with thousands of its own troops deployed there. The Union’s institutional design neither anticipates nor restrains a chair drawn from a state directly involved in the conflict, embedding a structural tension at the heart of its peace mandate.
