Taiwan’s Xiaohongshu Ban and Freedom of Expression
On December 4, 2025, Taiwan's Ministry of Interior imposed a one-year ban on Xiaohongshu (Rednote), a Chinese social media platform, which has become an important source of everyday information, particularly for younger users in Taiwan. The government’s decision to block access to the platform raises fundamental questions about platform governance in democracies: how should governments balance cybersecurity concerns with freedom of expression? Institutionalizing Parallel Governance
On 15 December, the European Commission published its proposal for the Digital Services Act (DSA-P). One, if not the, major challenge for the regulation of social platforms is which and how content is disseminated as well as moderated on such platforms. At least when it comes to so-called very large online platforms like Facebook, YouTube or Twitter, the DSA-P’s path seems quite clear: Put platforms and the Commission in charge.
